Summary

Prepare the next stable release, 0.60.0, following 0.59.0.

• Synchronize the extension and lockfile versions to 0.60.0.
• Add the release changelog dated 2026-10-14, focused on the No-Config Debug opt-out and fixes affecting debugger availability, terminal integration, and debugjava execution on POSIX systems.
• Omit feat: linkify Java stack traces in text documents (#1654) #1657, fix: stop recommending automatic Java launch retries #1701, and internal chat integration, activation, telemetry, and dependency details from the user-facing changelog.
• Keep the bundled Java Debug Server unchanged.

The VS Code minimum version remains ^1.95.0.

• Verified that package.json, the lockfile root, and the lockfile root package all report 0.60.0.
• git diff --check passed.
• No runtime code changes; build and integration tests were not run for this release metadata update.
