Add English Velocímetro Alerta privacy policy

What changed

• Add an English translation of the Velocímetro Alerta privacy policy with language navigation and an #english anchor for the in-app link.
• Clarify location use during an activity, including background operation, spoken alerts, and the foreground-service notification.
• Keep the Portuguese version and align the page metadata with both languages.

Validation

Deployment
