Description of Changes

Adds .github/renovate.json to onboard Renovate for automated dependency
updates in the devfile/api repository.

The initial configuration is intentionally scoped to GitHub Actions only:

  • Pins GitHub Action versions to commit digests (helpers:pinGitHubActionDigests).
  • Groups GitHub Actions updates into a single PR.
  • Runs on the org's standard schedule (timezone America/Toronto).
  • Enables vulnerability alerts and applies the renovatebot label.
  • Signs off generated commits (:gitSignOff).

Go module updates (and other managers) are intentionally left out of this
initial config; Go dependency patching is handled separately.

📝 Walkthrough

The PR adds Renovate configuration for GitHub Actions. It sets a schedule, groups updates, enables vulnerability alerts, limits PR creation, and applies a label.

Changes: Renovate automation

Layer / File(s) Summary
Renovate update configuration
.github/renovate.json
Extends recommended settings, pins GitHub Action digests, and enables signed-off commits. Configures the update schedule, grouping, vulnerability alerts, PR limits, and the renovatebot label.

Priority: ⬇️ Low

Estimated code review effort: 1 (Trivial) | ~5 minutes

Change: Other

Merge Risk: ⚪ Minimal · up to 006fd

This change only adds Renovate settings for GitHub Actions updates. The earlier problem with unsupported grouping keys is fixed, and the configuration is valid. No merge-blocking risk remains.

Security architecture risk: 🔵 Low · up to 006fd

The automation does not directly change workflow triggers, token wiring, or publication commands. No introduced security vulnerability was established, but effective bot permissions, merge protections, and vulnerability-alert coverage could not be verified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — A malicious action revision selected through an update proposal could affect the workflow that executes it. In the release context, this includes generated package integrity and potential access to publication credentials through a compromised runner. Actual credential scope, package authority, and downstream consumer exposure are not established.

Security Findings and Attack Paths

  • observed — The supplied security assessment retains no verified findings. Its vulnerability-alert candidate remains deferred because repository settings and alert coverage for SHA-pinned actions are unavailable. Enabling vulnerabilityAlerts in this file does not resolve that recorded proof gap, and the gap alone does not establish an introduced vulnerability.

Trust Boundaries and Controls

  • inferred — The checked files separate dependency proposal generation from main-triggered release execution. No explicit automerge or new credential authority is configured here. Independent review and merge enforcement cannot be assumed, however, because effective installation permissions and repository protections are external to the available evidence.

Hardening Proposals

  • proposed — Before relying on this automation for release-action updates, validate independent merge approval, least-privilege bot and workflow permissions, and vulnerability-alert coverage for pinned actions. Treat these as deployment prerequisites to verify, not as controls proven missing by this PR.

Hi @ysinghc,

Thanks for your contribution and apologies for the delayed response on your PR! 🚀

In case you're still interested in contributing towards our renovate onboarding, I've left a number of revision requests that should better match with a number of the other renovate configs we have (e.g. https://github.com/devfile/registry/blob/main/renovate.json and https://github.com/devfile/registry-support/blob/main/renovate.json).

For package managers let's start with only the GitHub actions for the initial config and we'll add additional custom managers, such as our reference to the Kubernetes generation scripts, later based on our needs (see my review comments about Go patching).

@ysinghc One extra comment, ensure you include sign off trailers in all your commits, DCO is required for CNCF projects.

@ysinghc Looking good so far, a few more comments, new one and reopened one from before, and a request to sign off on all PR commits to satisfy the DCO check.

@ysinghc Changes lgtm!

Last thing, change the title and description to best reflect the revisions done, once that's done I'll approve and merge.
