The qemu-virt64 BSPs did not enable RT-Thread Smart, so user-space and LWP
features could not be tested under QEMU. There was also no standard rootfs
initialization for the virtio block device and pseudo terminals.

enable RT_USING_SMART for qemu-virt64-riscv and qemu-virt64-aarch64
disable SMP on riscv64 to match the Smart single-core configuration
add an initialization routine that mounts ext4 or elm on virtio-blk0
mount ptyfs on /dev/pts and procfs on /proc
regenerate .config and rtconfig.h
build riscv64 with the RISC-V general musl toolchain
build aarch64 with the aarch64 musl toolchain

Dependencies

Depends on [net][lwip] add loopback netdev support #11893 (RT_LWIP_USING_LOOPBACK Kconfig symbol)
The .config files were generated with [net][lwip] add loopback netdev support #11893 applied. This PR will be
rebased and the configuration regenerated after the dependency is merged.
