为什么提交这份PR (why to submit this PR)

Console applications such as mc use TIOCLINUX to query keyboard modifier state. The LWP TTY layer rejected the ioctl. A TTY also reported a zero window size when the host could not provide one.

  • return zero keyboard modifiers for TIOCLINUX instead of an error
  • initialize the TTY window size to 24x80
  • keep the existing behavior when the host reports a real size

  • BSP: bsp/qemu-virt64-riscv (RT-Thread Smart)
  • .config: CONFIG_RT_USING_SMART=y
  • action: local build not run; the RISC-V musleabi toolchain is not available in this environment, CI will verify the build

- place the TIOCLINUX case brace on its own line
- use sizeof(tty_ctrl_charset) directly as the memcpy size
- fix the cppcheck sizeofDivisionMemfunc warning
