Update Tomcat JSP fixtures to 9.0.123 and 10.1.61 - #241

Apply the patch release on each intended engine line: Tomcat 9.0 for the javax encoder-jsp fixture and Tomcat 10.1 for the jakarta fixture. This replaces #238 and #239, which moved the Jakarta fixture down to 9.0.123 because Dependabot classifies repeated coordinates from their lowest version. Tomcat 9 cannot load jakarta JSP tags, so the packaged Jakarta engine check failed.

Applies the latest patch release on each Tomcat line used by the packaged JSP engine fixtures:
jsp/: Tomcat/Jasper and annotations API 9.0.122 → 9.0.123 (javax)jakarta/: Tomcat/Jasper and annotations API 10.1.60 → 10.1.61 (jakarta)compatibility/jsp-engine/README.mdupdated to matchThis replaces #238 and #239. Those PRs bumped
jsp/correctly but also moved the Jakarta fixture down from 10.1.60 to 9.0.123, because Dependabot classifies repeated coordinates from their lowest version, as described in.github/DEPENDENCY_DECISIONS.md. Tomcat 9 cannot load thejakartatag library, so the packaged Jakarta engine check failed.Verified locally on JDK 17 with
./mvnw -pl jsp, jakarta -am clean verify. Both fixtures pass on the new engines (72 TLD bindings, 576 exact-byte assertions and 72 translation rejections each, on Apache Tomcat/9.0.123 and Apache Tomcat/10.1.61).
